Joe is Troop 48's first Eagle Scout, awarded by Virginia State Representative Blackburn in 1956. Joe was the youngest Eagle Scout in Virginia at that time. His Eagle Court of Honor took place at Court Street Methodist Church

Joe had a successful career in international trade, including representing Virginia thru the Va Economic Development Department, and is still active with the troop
